OSHA Fire Extinguisher Requirements on California Job Sites
Between 2015 and 2026 M Squared Safety evaluated 403,323 individual inspection items across 7,473 job site inspections in California. This page reports what actually failed on the fire protection line, and what to do about each one.
The number that matters
Across 5,224 checks of annual fire extinguisher service, 951 failed. That is 18.2 percent. It is the single most failed fire protection item in our record, and it is failed by companies that are otherwise running good sites. The extinguisher is usually present, mounted and fully charged. The tag is out of date.
Fire protection overall runs a 7.2 percent failure rate in our data, against an all-category average of 5.1 percent. It is one of the most reliably failed sections of a California construction safety inspection, and it is one of the cheapest to fix.
The 75 foot rule that catches out-of-state contractors
The federal construction standard, 29 CFR 1926.150(c)(1)(i), says travel distance from any point of the protected area to the nearest fire extinguisher shall not exceed 100 feet.
California does not. 8 CCR 1922(a) caps that travel distance at 75 feet.
A contractor who sets out extinguishers to the federal number is compliant in most of the country and short in California by 25 feet. We record this failure 138 times. It is almost always a company that operates in several states and standardized on the federal figure.
What failed, how often, and how to fix it
Every figure below is drawn from our own inspection record. The item wording is the condition assessed; the failure rate is the share of checks of that item that were marked as findings.
Fire extinguishers serviced annually
951 findings in 5,224 checks. 18.2 percent failure rate.
What the inspector is looking at: The service tag. Inspectors read the punched date on the tag before they touch anything else. A tag punched more than twelve months ago is a finding regardless of the condition of the unit.
How to fix it: Book a State Fire Marshal licensed servicer for every extinguisher on every yard, truck and active site. Put the whole fleet on one renewal date so the next round is a single call.
What to document: Keep the servicer's invoice and the tag numbers. Photograph each tag after service and file the images by site.
Fire-fighting equipment readily accessible
410 findings in 6,250 checks. 6.6 percent failure rate.
What the inspector is looking at: Whether the extinguisher can be reached and lifted right now. Blocked by stacked material, buried behind a gang box, or hung too high to remove one-handed all count as not accessible.
How to fix it: Mount units on stands or posts at the point of use, not on a distant wall. Re-site them as the work moves; this item fails most often mid-project when the site layout changes and the extinguishers do not.
What to document: Note extinguisher locations on the site plan and update it at each phase change.
Fire-fighting equipment maintained
294 findings in 5,653 checks. 5.2 percent failure rate.
What the inspector is looking at: Gauge in the green, pin seated, tamper seal intact, hose and horn uncracked, shell free of corrosion and dents.
How to fix it: Add a thirty second extinguisher look to the daily walk. Pull and replace anything with a discharged gauge or a broken seal the same day.
What to document: Log the daily walk. A dated log showing the unit was checked is what separates a corrected condition from a repeat finding.
Fire extinguishers inspected monthly
218 findings in 2,108 checks. 10.3 percent failure rate.
What the inspector is looking at: The monthly initials and dates on the reverse of the service tag. Twelve entries a year, in different handwriting than the annual service punch.
How to fix it: Assign the monthly check to one named person per site and calendar it. The monthly inspection is a visual check the employer performs; it does not require a licensed servicer.
What to document: The tag itself is the record. Photograph the reverse of the tag monthly if the site is likely to be audited.
Fire extinguisher within 75 ft of work area
138 findings in 4,699 checks. 2.9 percent failure rate.
What the inspector is looking at: Actual walking distance, not straight line distance. Inspectors pace it, and they pace it around the obstructions that are really there.
How to fix it: Measure travel distance along the route a worker would walk. Remember California caps this at 75 feet where the federal standard allows 100.
What to document: Mark extinguisher positions and the 75 foot radius on the site plan.
Fire-fighting equipment in conspicuous location
120 findings in 4,502 checks. 2.7 percent failure rate.
What the inspector is looking at: Whether a worker who has never been on this site could find an extinguisher without asking anyone.
How to fix it: Sign every extinguisher position at height, above the level where material gets stacked.
What to document: Include extinguisher locations in the site orientation and record attendance.
Fire extinguisher within 50 ft of flammable liquids or gases
64 findings in 1,329 checks. 4.8 percent failure rate.
What the inspector is looking at: The fuel and solvent storage area, the propane cage, and any point where more than 5 gallons of flammable liquid or 5 pounds of flammable gas is in use. The unit must be rated at least 10B.
How to fix it: Pair a 10B rated unit with every fuel storage point and every torch or propane operation. A 2A unit sitting nearby does not satisfy this.
What to document: Record the rating of the unit assigned to each flammable storage point, not just its presence.
At least one fire extinguisher provided on each floor
46 findings in 956 checks. 4.8 percent failure rate.
What the inspector is looking at: Vertical coverage. Multistory work fails this when the ground floor is well covered and the upper decks are not.
How to fix it: Place a 2A minimum unit on every floor as it is framed, and one adjacent to the stairway at each floor level.
What to document: Track floor by floor coverage on the site plan as the structure rises.
The pattern across all eight items
Seven of the eight most failed fire protection items are records failures, not equipment failures. The extinguisher is on site. It is charged. Nobody can prove it was serviced, inspected, or positioned correctly.
That matters because a Cal/OSHA inspector does not assess intent. An unrecorded monthly inspection and an unperformed monthly inspection look identical on the day. The fix for most of this line is a calendar and a filing habit, not a purchase order.
Frequently asked questions
How often do fire extinguishers have to be serviced in California?
Portable fire extinguishers must be inspected monthly, or more often, and serviced at least annually. The annual service must be performed by a person licensed or registered by the State Fire Marshal. This is 8 CCR 1922(a)(4). Annual service is the single most failed fire protection item we record.
How far can a worker be from a fire extinguisher on a California job site?
Travel distance from any point of the protected area to the nearest fire extinguisher cannot exceed 75 feet under 8 CCR 1922(a). The federal construction standard at 29 CFR 1926.150(c)(1)(i) allows 100 feet. California is stricter, and a crew working to the federal number will fail a Cal/OSHA inspection.
How many fire extinguishers does a job site need?
One extinguisher rated not less than 2A for each 3,000 square feet of protected building area, or major fraction of it, with at least one provided when the floor area is under 3,000 square feet. At least one 2A extinguisher is required on each floor, and in multistory buildings at least one must sit adjacent to the stairway at each floor level.
What size extinguisher is required near flammable liquids?
A fire extinguisher rated not less than 10B must be provided within 50 feet of wherever more than 5 gallons of flammable or combustible liquids, or 5 pounds of flammable gas, are being used on the job site. This appears in both 8 CCR 1922(a)(3) and 29 CFR 1926.150(c)(1)(vi).
What does an inspector actually look at on a fire extinguisher?
The service tag date, the monthly inspection record on the back of the tag, the gauge needle position, the pin and tamper seal, the hose and horn condition, and whether the unit is mounted, visible and unobstructed. A charged extinguisher with an expired tag still fails.
Who can service a fire extinguisher in California?
Only a person licensed or registered by the State Fire Marshal under Health and Safety Code Division 12, Part 2, Chapter 1.5. A supervisor cannot sign off the annual service, and an in-house check does not substitute for it.
