The Cal/OSHA offices that cover San Diego County
One enforcement office covers the whole county: the San Diego District Office, 7575 Metropolitan Dr., Suite 207, San Diego, (619) 767-2280, under the Region 3 Santa Ana Regional Office, per the Cal/OSHA district office directory. Otay Mesa, Carlsbad and Escondido zip codes all return it in DIR's office lookup.

Two regulators on one shipyard
Ship and boat building employs 6,622 people across 53 San Diego County establishments in BLS QCEW 2025 data, far more concentrated than in California as a whole. The work means hot work, confined space entry in tanks and voids, shipfitting, blasting and coating.
But DIR's Cal/OSHA jurisdiction page assigns shipbuilding, shipbreaking and ship repair on vessels afloat, and in graving docks or dry docks, to federal OSHA. Cal/OSHA's Ship Building, Ship Repairing and Ship Breaking Safety Orders, with their IIPP requirement at 8 CCR 8350, apply to the landside and non-afloat portions. A shipyard employer can have two regulators on one site, and the dividing line is physical.
The same page places private sector employers within the borders of all U.S. military installations under federal OSHA. A contractor working inside the gate at Camp Pendleton and outside it the same week answers to two different agencies.
Science manufacturing, nurseries and construction
- Pharmaceutical and biotech. 8,028 jobs across 132 establishments, well above the state concentration, bringing hazardous drug handling, solvents, cryogenics and clean utility systems. The core sections are 8 CCR 5194, Hazard Communication, and 8 CCR 5144, Respiratory Protection, which ranks sixth on Cal/OSHA's most cited list. Electronics, medical devices and aerospace round out a base where industrial hygiene matters as much as guarding.
- Nursery and greenhouse agriculture. 161 establishments. The county's 2024 crop report put bedding plants and color at $395.4 million, ornamental trees and shrubs at $385.8 million and indoor flowering and foliage plants at $302.2 million, out of $1.67 billion in total value, per Times of San Diego. Greenhouses are enclosed and radiant, so both 8 CCR 3395 for outdoor heat and 8 CCR 3396 for indoor heat can apply in one operation. 8 CCR 3457, Field Sanitation, applies to all agricultural employers.
- Construction. 5,560 specialty trade contractor establishments keep fall protection under 8 CCR 1670 and construction silica under 8 CCR 1532.3 central.
Otay Mesa and the border
GSA describes the Otay Mesa Land Port of Entry as the busiest commercial port in California, handling nearly 1 million commercial trucks a year, per its fact sheet. That supports a south county cluster of cross-border trucking, drayage and transload work, a different workforce from big-box distribution. Warehousing overall is far less concentrated in San Diego than statewide.

Do greenhouse and nursery operations need both heat standards?
Often, yes. Outdoor work falls under 8 CCR 3395 and enclosed greenhouse work can fall under 8 CCR 3396, so one operation may need both covered in its plan. Field sanitation under 8 CCR 3457 applies as well.
