What makes San Diego different
Federal work, and a different rulebook. San Diego County carries an unusual concentration of military construction: Naval Base San Diego, North Island, Camp Pendleton, Miramar. Work on those installations runs under U.S. Army Corps of Engineers or NAVFAC requirements, which means EM 385-1-1 rather than Title 8 alone. EM 385 is heavier than Cal/OSHA, it wants an accepted Accident Prevention Plan before mobilization, and it expects a Site Safety and Health Officer with credentials on file. Contractors coming off private commercial work consistently underestimate the lead time on their first federal award. We handle that transition.
Life science and lab fit-out. Sorrento Valley, Torrey Pines and UTC run heavily on laboratory and biotech tenant improvement. That drags in hazardous materials, chemical hygiene, ventilation, and coordination with an operating facility that cannot go offline.

What is EM 385-1-1 and when does it apply instead of Cal/OSHA?
EM 385-1-1 is the U.S. Army Corps of Engineers safety and health requirements manual. It applies to work on federal installations and USACE or NAVFAC contracts, and in San Diego County that covers a lot of ground. It does not replace Title 8 so much as sit on top of it, and it is heavier in several places.
What is an Accident Prevention Plan and when do I need one?
An Accident Prevention Plan is the project safety document EM 385-1-1 requires, and it has to be accepted before mobilization rather than simply submitted. That acceptance step is the single most common reason a first federal award runs late. Start it early.
What is an SSHO?
The Site Safety and Health Officer named in the contract for federal work. The role is specified, the documentation has to be on file before mobilization, and the position generally cannot be quietly doubled up with a superintendent's duties. See site safety staffing if you need one placed.
Why do contractors underestimate their first federal job?
Because on private commercial work the safety documentation follows mobilization, and on federal work it gates it. The plan has to be accepted and the officer has to be in place before anyone is on site, so a schedule built on commercial assumptions is already behind on day one.
