What Los Angeles work demands
Height, and the fall clearance that comes with it. A program written for a two-story tilt-up does not survive contact with a thirty-story tower. Leading edge work on a deck, perimeter cable systems, hoisting, and the arithmetic of fall clearance are daily questions rather than annual ones. Get the clearance calculation wrong on a low-level tie-off and the system arrests the fall after the worker has hit something.
Work over the public. Downtown, Hollywood and the Westside put your crane radius and your debris path over occupied streets and adjacent buildings. That drives overhead protection, controlled access zones, and coordination documents that a GC will ask to see.
Seismic retrofit. The city's soft-story retrofit work means shoring, temporary support and structural modification in occupied residential buildings, with tenants in place. Occupied-building work has an entirely different set of controls from an empty site.

What is fall clearance and why does it matter more on a high-rise?
Fall clearance is the distance required below the worker for a fall arrest system to stop the fall before they strike a lower level. It has to account for the free fall, the deceleration distance as the energy absorber deploys, the worker's height below the D-ring, and a safety margin. On a tower deck with a low-level tie-off, the arithmetic can leave you short even with compliant equipment, which is how a system arrests a fall after the worker has already hit something.
What does a Los Angeles general contractor usually require before mobilization?
A written IIPP under 8 CCR 3203, a Code of Safe Practices under 8 CCR 1509 scoped to your work, a site-specific plan for that building, crew training records, and on many downtown projects a named safety representative. Fall protection documentation is the part most often sent back.
What is different about work over occupied streets?
