Los Angeles County is split among four Cal/OSHA district offices, and at its ports federal OSHA, not Cal/OSHA, has jurisdiction over longshoring and most ship repair. The county also holds two thirds of California's refining capacity, which brings a refinery-specific process safety standard into play. Four district offices, two consultation areas

Which office inspects you depends on your street address. All four district offices sit under the Region 4 Monrovia Regional Office, per the Cal/OSHA district office directory, and DIR's enforcement office lookup returns them as follows:

• Los Angeles District Office, 320 West 4th St., Suite 820, (213) 576-7451: downtown, LAX and Santa Monica.
• Long Beach District Office, 1500 Hughes Way, Suite C-201, (424) 450-2630: San Pedro, Wilmington, Santa Fe Springs, Vernon, Commerce and Paramount.
• Monrovia District Office, 800 Royal Oaks Dr., Suite 105, (626) 239-0369: City of Industry and Pomona.
• Van Nuys District Office, 6150 Van Nuys Blvd., Suite 405, (818) 901-5403: Pacoima, Santa Clarita, Palmdale and Lancaster.

Consultation splits the county along a different line. DIR's consultation region list places West Los Angeles County with the Region 4 office in Van Nuys and East Los Angeles County with the Region 5 office in La Palma, but it does not define where east ends and west begins. Ask before you assume.

Two specialized units also reach into the county. Refinery process safety is enforced by PSM South out of Santa Ana, not the local district office. Tunnel work, including the LA Metro D Line Subway Extension, nearly nine miles with nine new stations, Section 1 opened May 8, 2026 and Sections 2 and 3 still under construction, falls to the Mining and Tunneling Unit Van Nuys District Office, (818) 901-5420.

Where federal OSHA has jurisdiction instead

DIR's Cal/OSHA jurisdiction page states that federal OSHA retains maritime employment on the navigable waters of the United States, including longshore operations on all vessels from the shore side of the means of access to the vessels, and shipbuilding, shipbreaking and ship repair on vessels afloat or in graving docks or dry docks. Marine construction on bridges and on shore stays with Cal/OSHA. Federal OSHA also covers private sector employers inside U.S. military installations.

The scale behind that carve-out is large. The Port of Los Angeles handled 10.2 million TEUs in 2025 and supports 126,000 jobs in Los Angeles, according to its facts and figures, and the Port of Long Beach handled a record 9.9 million TEUs, per Transport Topics. A port contractor can answer to Cal/OSHA on shore and to federal OSHA on the vessel.

Refineries, aerospace, food plants and stone shops

• Refining. Six of California's eleven operating refineries are in the county, 66.80 percent of statewide crude capacity by the California Energy Commission. They fall under 8 CCR 5189.1, Process Safety Management for Petroleum Refineries, which is distinct from and more demanding than the general 8 CCR 5189.
• Aerospace. 52,136 jobs across 330 establishments in BLS QCEW 2025 data, far more concentrated than statewide, bringing composites, chemical processing, large-part machining and confined space entry.
• Food manufacturing. Bakeries and tortilla plants employ 15,324 people. Conveyor and oven nip points fall under 8 CCR 3314, and ovens raise the indoor heat question under 8 CCR 3396, where the full controls apply at 87 degrees, or at 82 degrees in a high radiant heat area.
• Engineered stone. California recorded 592 confirmed silicosis cases, 31 deaths and 65 lung transplants among engineered stone fabrication workers between January 2019 and June 2026, per CIDRAP. The standard is 8 CCR 5204, now ninth on Cal/OSHA's most cited list.
• Construction. The county has 11,621 specialty trade contractor establishments, yet construction is a smaller share of employment here than statewide. The usual construction and warehousing playbook fits Los Angeles less well than it fits its neighbors.
