Heat is the defining hazard here, and the rules changed

Riverside County contractors carry heat exposure that coastal counties simply do not. Cal/OSHA's outdoor heat illness standard, 8 CCR 3395, requires shade at 80 degrees and triggers high heat procedures at 95 degrees. In the Coachella Valley that is most of the working year, not an exception.

The part many contractors have not caught up with is indoors. Cal/OSHA's indoor heat illness standard, 8 CCR 3396, applies to indoor workplaces once the temperature reaches 82 degrees, with further requirements at 87. For a county built on distribution centres, that reaches tilt-up interiors, unconditioned warehouse fit-outs, and any crew working inside a building envelope before the HVAC is running. If your heat plan only addresses outdoor work, it is now incomplete.

Warehouse and tilt-up construction

The logistics build-out along the I-215 and I-10 corridors means concrete tilt-up, steel erection and roofing at scale. The exposures cluster predictably: leading edge work on large low-slope roofs with no permanent anchors, panel bracing during erection, and skylight openings that stay unprotected longer than they should. Large flat roofs are exactly where a mobile fall protection system earns its cost, because there is nothing to tie off to.
