Three industries, three rulebooks
In BLS QCEW 2025 data, warehousing and storage employs 51,310 people across 212 establishments, far more concentrated than California as a whole. Heavy and civil engineering construction adds 9,561 jobs and specialty trade contractors 49,762 jobs across 4,506 establishments. Riverside County's 2024 agricultural production report puts gross value at $1,768,506,000, with nursery stock first and dates second at $145,440,000 on 10,100 acres.
Distribution centers
- Powered industrial trucks. 8 CCR 3650 and 8 CCR 3656 for order pickers, with sections 3662, 3664, 3668, 5146, 5155 and 5164 listed by Cal/OSHA's own warehousing and storage fact sheet. Battery charging areas fall under section 5185.
- Racking. There is no Title 8 section titled storage racks. 8 CCR 3241 covers live loads, and rack hazards are generally handled through hazard identification and correction under the IIPP, 8 CCR 3203.
- Indoor heat. 8 CCR 3396 applies at 82 degrees, with its full controls at 87 degrees, or at 82 degrees in a high radiant heat area or where clothing restricts heat removal. The standard removes the incidental exposure exception for shipping or intermodal containers during loading, unloading or related work, and for vehicles without effective and functioning air conditioning. In a Moreno Valley or Perris cross-dock in July, both matter.
Fields, roads and trenches
- Outdoor heat. 8 CCR 3395 requires shade when the temperature exceeds 80 degrees. Above 95 degrees its high-heat procedures apply to agriculture, construction, landscaping, oil and gas extraction, and transportation or delivery of agricultural products, construction materials or other heavy materials. Section 3395 is the second most cited Cal/OSHA standard, behind only the IIPP, per Cal/OSHA's most cited list.
- Heat enforcement. Cal/OSHA's Heat Illness Prevention Special Emphasis Program targets primarily agricultural, construction and landscaping activities, and treats water, shade, emergency preparedness and training as the four fundamental protective measures.
- Field sanitation. 8 CCR 3457 applies to all agricultural employers, covering toilets, handwashing and drinking water for hand-labor operations. Agricultural support services, largely farm labor contractors, employ 5,441 people across 171 establishments here.
- Heavy civil. Road and utility work brings excavation and trenching under 8 CCR 1541.1.
Regulators are watching the sector on the labor side too. In June 2024 the California Labor Commissioner cited Amazon $5,901,700 for failing to give written quota notice at facilities in Moreno Valley and Redlands, per DIR. That was Labor Commissioner enforcement, not Cal/OSHA.
