Why Cal/OSHA is its own problem
California runs an approved state plan, and it is not federal OSHA with a different letterhead. Several of the standards that generate citations here have no federal equivalent at all. A written program bought from a national provider is built to the federal baseline and leaves the California-specific gaps for you to discover during an inspection. The heat requirements a California program has to cover, indoors and outdoors, are set out in the California heat illness standards, indoor and outdoor, explained. - Injury and Illness Prevention Program. 8 CCR 3203 makes an effective, written IIPP mandatory for every California employer. It is the most commonly cited standard in the state, and "we have a binder" is not the test. The test is whether it is implemented.
- Heat illness, outdoors and indoors. 8 CCR 3395 covers outdoor work, requiring shade at 80 degrees and high heat procedures at 95. 8 CCR 3396 covers indoor workplaces from 82 degrees. Most heat plans written before 2024 address only the outdoor standard and are now incomplete.
- Wildfire smoke. 8 CCR 5141.1 requires action once the AQI for PM2.5 reaches 151, which in a bad season is a scheduling and respiratory protection problem, not a paperwork one.
- Code of Safe Practices. Required for construction under 8 CCR 1509, and it has to reflect the work you actually do.

Frequently asked questions
What does a safety consultant actually do?
Three things, in roughly this order of value. Build the written programs the law requires and an inspector will read. Get into the field often enough to know whether those programs are happening. And be reachable when something goes wrong at 6am. A consultant who only does the first is selling you a binder.
Is Cal/OSHA just federal OSHA with a different name?
No. California runs an approved state plan with standards that have no federal equivalent: heat illness indoors under 8 CCR 3396 and outdoors under 8 CCR 3395, wildfire smoke at 8 CCR 5141.1 with action required once the AQI for PM2.5 reaches 151, and the mandatory IIPP under 8 CCR 3203. A program built to the federal baseline leaves those gaps for you to find during an inspection.
Do I really need an IIPP?
Yes, if you have employees in California. 8 CCR 3203 makes an effective, written Injury and Illness Prevention Program mandatory for every California employer, and it is the most commonly cited standard in the state. The test in the standard is whether it is implemented, not whether the document exists. Construction also needs a Code of Safe Practices under 8 CCR 1509.

No. 8 CCR 3395 covers outdoor work with shade required at 80 degrees and high-heat procedures at 95. 8 CCR 3396 covers indoor workplaces from 82 degrees. If your heat plan has one section, it was almost certainly written before the indoor standard and is now incomplete.
Is OHSAS 18001 still a valid certification?
No. OHSAS 18001 has been withdrawn and replaced by ISO 45001, and the migration period closed on 30 September 2021, so certificates issued against OHSAS 18001 are no longer valid. If a client or a prequalification portal is still asking for it, they are working from an old template. ISO 45001 is a different structure rather than a rename.
How fast can you get to my site?
That is why the consulting footprint is six counties and not the whole state. Consulting only works if we can be on your jobsite, so we do not take consulting work we cannot reach. Call with the site location and we will tell you straight.
Do you do anything outside Southern California?
Yes, three things. Site safety staffing is placed nationwide. On-site training is delivered nationwide, which matters most for employers running locations in several states who want the same course and the same records everywhere. And fall protection equipment sales and rentals ship across the U.S. and Canada. Only the consulting and Fractional EHS work is limited to the six-county footprint.
Do you work with contractors who already have a safety person?
Often. Supplemental support exists because plenty of firms have a capable internal owner who needs written programs, training delivery and senior backup rather than replacement.
What does safety consulting cost?
