Why Cal/OSHA is its own problem
California runs an approved state plan, and it is not federal OSHA with a different letterhead. Several of the standards that generate citations here have no federal equivalent at all. A written programme bought from a national provider is built to the federal baseline and leaves the California-specific gaps for you to discover during an inspection.
- Injury and Illness Prevention Program. 8 CCR 3203 makes an effective, written IIPP mandatory for every California employer. It is the most commonly cited standard in the state, and "we have a binder" is not the test. The test is whether it is implemented.
- Heat illness, outdoors and indoors. 8 CCR 3395 covers outdoor work, requiring shade at 80 degrees and high heat procedures at 95. 8 CCR 3396 covers indoor workplaces from 82 degrees. Most heat plans written before 2024 address only the outdoor standard and are now incomplete.
- Wildfire smoke. 8 CCR 5141.1 requires action once the AQI for PM2.5 reaches 151, which in a bad season is a scheduling and respiratory protection problem, not a paperwork one.
- Code of Safe Practices. Required for construction under 8 CCR 1509, and it has to reflect the work you actually do.

- Field training. Built for crews and scheduled around your pours and your deadlines, delivered by people who have worked construction. Includes OSHA 10-Hour and OSHA 30-Hour Construction (OSHA Outreach Training Program Requirements; 29 CFR 1926).
- Governance and reporting. Monthly and quarterly reporting that shows leadership where the risk sits and what it is costing.
- Unlimited consultation. Phone, email and video access when a question cannot wait for the next site visit.
