It is also inspected from outside Southern California's Cal/OSHA structure: its district office is in Goleta, under a region headquartered in Fresno. Why your Cal/OSHA office is in Goleta

DIR's office lookup returns the same office for Ventura County zip codes from Oxnard and Santa Paula to Thousand Oaks and Simi Valley: the Santa Barbara District Office, 120 Cremona Drive, Suite 280, Goleta, (805) 770-6170. It sits under Region 8, whose regional office is in Fresno, per the Cal/OSHA district office directory. The district has a presence inside the county through its Oxnard satellite office at 1901 N. Rice Ave., Suite 200.

So an employer in Simi Valley, close to the Los Angeles County line, is not inspected out of Van Nuys under Region 4. Neither the Region 3 nor the Region 4 chain of command reaches Ventura County.

Consultation differs again. Ventura is served by Consultation Region 4, 6150 Van Nuys Boulevard, Suite 307, Van Nuys, which covers Santa Barbara, Ventura and West Los Angeles County, per DIR's consultation office listing. Enforcement in one county, consultation in another.

The industries that shape the risk

In BLS QCEW 2025 data, crop production employs 17,427 people across 344 establishments, and agricultural support services, largely farm labor contractors, another 6,200 across 153. USDA's consolidated county agricultural data ranks Ventura tenth among California counties at $2,087,291,000 in 2022, ahead of San Diego and Riverside. The Farm Bureau of Ventura County lists strawberries, lemons, nursery stock, avocados and raspberries as leading commodities. Oil and gas extraction is small in headcount, 480 jobs across 8 establishments, but far more concentrated than statewide. Warehousing barely registers.

The Title 8 sections that follow

  • Outdoor heat. 8 CCR 3395 requires shade above 80 degrees, and its high-heat procedures above 95 degrees apply to a named list that includes agriculture and oil and gas extraction, Ventura's two signature industries. Section 3395 is the second most cited standard statewide, per Cal/OSHA's most cited list.
  • Field sanitation. 8 CCR 3457 applies to all agricultural employers, defined to include anyone who recruits and supervises employees or is responsible for the management and condition of an agricultural establishment. That brings in farm labor contractors as well as growers. Toilets, potable water and handwashing for hand-labor operations are the core duty, and berry harvest is hand labor.
  • Agricultural equipment. 8 CCR 3441 governs tractor and implement operation, rollover protection and power take-off exposure, and 8 CCR 3439 covers first-aid kits.
  • Greenhouses. Greenhouse and nursery work puts 8 CCR 3396 in play alongside 3395, since a high radiant heat area drops the indoor standard's full requirements to 82 degrees.
  • Petroleum production. Title 8 Subchapter 14, the Petroleum Safety Orders for Drilling and Production, covers well servicing, pressure control, hydrogen sulfide and rig operations, with first aid at 8 CCR 6511. None of the other five counties we serve needs it the way Ventura does.
  • Wildfire smoke. 8 CCR 5141.1 applies when the current AQI for PM2.5 is 151 or greater and employees can reasonably be expected to be exposed, which matters for a large outdoor agricultural workforce.

Naval Base Ventura County adds one more line to draw. DIR's jurisdiction page places private sector employers within the borders of U.S. military installations under federal OSHA, not Cal/OSHA.
