The largest county in the country, and it behaves like three markets
San Bernardino County covers more ground than nine U.S. states. A safety program that works in Ontario does not automatically work in Barstow, and pretending otherwise is how contractors end up with a binder nobody follows.
The logistics corridor. Ontario, Fontana and Rancho Cucamonga are distribution center country. Concrete tilt-up, steel, and very large low-slope roofs with no permanent anchorage. Add rail adjacency around the BNSF intermodal facilities, and you get work near live track where the general contractor's plan and the railroad's rules both apply.
The high desert. Victorville and Barstow bring temperature swings that punish crews at both ends, long drives to the nearest trauma center, and emergency response times that make your rescue plan a real document rather than a formality. If your fall rescue plan says call 911, ask how long that actually takes at your site.
The mountain communities. Big Bear and Lake Arrowhead add slope, snow load, and seasonal access constraints that most Southern California programs never contemplate.
Heat, indoors as well as out
Cal/OSHA's outdoor heat standard, 8 CCR 3395, requires shade at 80 degrees and high heat procedures at 95. The indoor standard, 8 CCR 3396, reaches indoor workplaces at 82 degrees. For a county whose signature building is an unconditioned warehouse, the indoor rule is not a footnote. Crews finishing interiors before HVAC commissioning are squarely inside it.

Why does a rescue plan matter more in the high desert?
Because the response time is real. A fall arrest leaves a worker suspended and on a clock, and suspension trauma does not wait. In Victorville or Barstow the drive to a trauma center and the emergency response time are long enough that a plan reading "call 911" is not a plan. Specify on-site retrieval, and know who operates it.
Does the indoor heat standard apply to warehouse construction?
Yes, and in this county it applies constantly. 8 CCR 3396 reaches indoor workplaces from 82 degrees. Crews finishing interiors before HVAC commissioning are squarely inside it, which is most interior work on a distribution center.
We work near live rail at the intermodal facilities. Whose rules apply?
Both. Your Cal/OSHA obligations do not stop at the right of way, and the railroad's own requirements apply on top. Contractors get caught out assuming one substitutes for the other. Get the railroad's rules in writing before you plan the work.
Does one safety program work across the whole of San Bernardino County?
Rarely, and this is the county where that shows most. Ontario, Victorville and Big Bear present different exposures, response times and seasonal constraints. The written program can be common; the site-specific plans cannot.
What is different about work in the mountain communities?
Slope, snow load and seasonal access. Most Southern California programs never contemplate any of the three, so Big Bear and Lake Arrowhead work usually needs its own site-specific plan rather than an adapted valley one.
