Three Cal/OSHA offices in one building
Enforcement for the whole county runs through the San Bernardino District Office, 464 W. 4th Street, Suite 332, San Bernardino, (909) 383-4321, under the Region 3 Santa Ana Regional Office, per the Cal/OSHA district office directory. Chino, Fontana, Rialto, Victorville and Barstow zip codes all return it in DIR's office lookup, so one office covers both the valley industrial belt and the high desert.
The same building houses the Mining and Tunneling Unit San Bernardino District Office, Suite 354, (909) 383-6782, one of only three M&T district offices statewide alongside Sacramento and Van Nuys. It reports to the M&T Principal Safety Engineer in Sacramento, not to the Region 3 Regional Manager. Consultation Region 6, serving Inyo, Riverside and San Bernardino counties, is in Suite 339, per DIR's consultation office listing.
The industries that shape the risk
In BLS QCEW 2025 data, warehousing and storage employs 67,058 people across 477 establishments. Truck transportation adds 22,486 jobs across 2,444 establishments and couriers 16,351. The transportation and warehousing sector totals 118,710 jobs. Nonmetallic mineral mining and quarrying employs 1,084 across 20 establishments, nonmetallic mineral product manufacturing such as cement, concrete and aggregate processing runs to 100 establishments, and primary metal manufacturing employs 2,709. Crop production is small, at 1,132 jobs.
The Title 8 sections that follow
- Powered industrial trucks. 8 CCR 3650, with sections 3662, 3664, 3668, 5146, 5155 and 5164, battery charging under 5185, and 8 CCR 3656 for order pickers, as listed in Cal/OSHA's warehousing and storage fact sheet.
- Indoor heat. 8 CCR 3396 applies at 82 degrees, with full controls at 87 degrees. It expressly refuses to exempt shipping or intermodal containers during loading, unloading or related work, which is directly on point for the county's intermodal yards. In the high desert, measure building interiors rather than assume.
- Radiant heat in metal plants. Molten metal and furnaces create exactly the high radiant heat area that drops the full 3396 requirements from 87 degrees to 82 degrees.
- Outdoor heat for drivers. 8 CCR 3395 applies its high-heat procedures to transportation or delivery of heavy materials, such as freight, cargo, lumber and furniture, except for employment that consists of operating an air-conditioned vehicle and does not include loading or unloading. A driver who loads or unloads is in scope regardless of cab air conditioning.
- Mines and quarries. The M&T Unit's stated scope is tunnels under construction, underground mines, surface mines and quarries, with its own personnel and certification programs. That work sits outside the general district office's normal remit. Confirm with the unit which of its district offices covers your site.
Labor regulators are active here too. The California Labor Commissioner's June 2024 citation of Amazon for $5,901,700 over written quota notice under AB 701 reached a site in Redlands, per DIR. That was Labor Commissioner enforcement, not Cal/OSHA.
