Why the rental option matters here

Almost everyone selling into this space sells an engineered permanent system: a fixed loading rack, an overhead rigid rail, a gangway and cage bolted to a spot on a specific track. Those are good systems. They are also a capital project with a design phase, a lead time measured in months and a location that never moves again.

That leaves a gap, and the gap is where most of the actual exposure sits. The spur you load twice a year. The transload site you took on for one contract. The car that has to be sampled where it stopped. The terminal waiting on a rack that is still in engineering. A mobile overhead anchor covers all of those, arrives in days, and moves to the next track when the work moves.

What OSHA actually says about the top of a railcar

This is the part most operators get wrong in both directions, so it is worth stating precisely.

OSHA has held since a 1996 enforcement memorandum that it will not cite falls from the tops of open rolling stock under the Subpart D walking-working surfaces standards. That is the source of the widespread belief that railcar tops are simply exempt. They are not.

The same memorandum sets out two routes to a citation. The personal protective equipment standard at 29 CFR 1910.132(d) applies where employees work atop stock positioned inside of or contiguous to a building or other structure where the installation of fall protection is feasible. And Section 5(a)(1) of the OSH Act, the General Duty Clause, applies wherever feasible means exist to eliminate or materially reduce a recognised hazard.

Read those together and the operative word is feasible. The exemption was never about railcars being safe. It was about there being nothing practical to tie off to on an open track. A unit that can be towed to the car and set up in minutes changes that analysis, which is a reason to have one rather than a reason to avoid one. Note also that this is a federal interpretation; state-plan states, California among them, run their own standards and their own enforcement posture.

Choosing a unit for rail and terminal work

  • Reach over the car. A loaded tank car sits high and wide. The anchor point has to be above the worker, not beside them, or the fall arrest geometry does not work. Our towable grabbers cover roughly 17 to 45 ft of overhead reach depending on model.
  • How many people are up there at once. Sampling is one person. A transload crew is several. Units in this range cover three, four, five and seven workers, each anchor point rated 310 lb.
  • Towable or set in place. If the work follows the cars down the track, take a road-towable unit. If it happens at one spot in the yard, a set-in-place unit is cheaper to run.
  • Penetrating or non-penetrating. On a concrete pad or an asphalt apron this decides itself. Ask us before assuming.
  • Rescue, not just arrest. Arresting a fall off a tank car leaves someone suspended over a hard yard. Suspension trauma is a clock. A rescue winch on the same unit is what turns an arrest into a recovery.
  • Static grounding. Flammable-liquid loading has a bonding and grounding requirement of its own. It is a separate hazard from the fall, and separate equipment.

Weather is the other half of the argument

OSHA's own memorandum points at adverse weather as the condition where the General Duty Clause bites hardest. A rounded tank top in rain, ice or high wind is a different surface from the same tank top on a dry day. If your written programme says fall protection is infeasible on the track, that assessment has to hold in February, not just in June.

How much overhead reach do I need for a tank car?

How fast can a mobile unit be on site?

Days, against months for an engineered installation. There is no design phase, so the lead time is transport and availability rather than fabrication.

Does a mobile anchor work for transloading and sampling?

Those are the two applications it fits best, because both are intermittent and both move. A permanent rack cannot follow the work; a towable unit can.

What about rescue after a fall?

Plan it before you need it. A worker arrested off the side of a car is suspended and on a clock. Specify a rescue winch on the same unit so recovery does not depend on waiting for the fire service.
