Bracket Scaffold Load Limits in California
California limits a bracket scaffold to no more than two employees in any given 10 feet, plus 75 pounds of tools and materials in addition to the employees. This is set by 8 CCR 1645(e).
These are regulatory limits on occupancy and loading. They sit alongside, and do not replace, the manufacturer's structural rating for the equipment. Where the two differ, the more restrictive one governs.
How many workers are allowed on the platform?
Two, per 10 feet of scaffold. The rule is expressed per 10 feet of run rather than per scaffold, so a 30 foot platform is not limited to two people overall. What it cannot have is three people bunched inside any single 10 foot section.
In practice this is the limit crews break without noticing, because framing work naturally clusters. Two carpenters and a third person passing material up is three in a 10 foot section.
How much material can sit on the platform?
75 pounds of tools and materials, in addition to the employees. That is a total, not a per-worker allowance. A bundle of blocking, a nail gun, a compressor hose and a saw reaches 75 pounds quickly.
What is the equipment rated for?
For the Wall Walker top plate bracket scaffold specifically:
- 250 pounds per bracket at the end of the 44 inch horizontal arm
- 500 pounds per pair when the weight is evenly distributed
- Engineered to a safety factor greater than four, which exceeds the OSHA scaffold criterion of four times the maximum intended load
- Up to a 20 foot plank per pair
The "evenly distributed" qualifier matters. A 500 pound pair rating assumes the load is shared between the two brackets, not concentrated over one.
Which limit governs?
Whichever is lower for your configuration. Two workers at 200 pounds each plus 75 pounds of material is 475 pounds, inside the 500 pound pair rating but only if that weight is spread across both brackets and no 10 foot section is over-occupied. Run the arithmetic for the actual crew and the actual material, not for the average case.
How far apart can the brackets be?
On the Wall Walker system, up to 20 feet. But once the platform is more than 10 feet above the level below, spacing must not exceed 8 feet, so guardrail posts stay within 8 feet of each other. Most multi-family work is above 10 feet by the second storey plate, so 8 foot spacing is the working assumption.
