Temporary Guardrail Rental: What OSHA Requires and What Fits

Guardrail is the only fall protection that works when nobody is thinking about it. It does not need a trained worker to clip in, it does not need an anchorage calculation, and it does not need a rescue plan. What OSHA actually requires of a guardrail

The criteria are specific and they are the reason a scaffold rail or a length of lumber across two posts usually fails an inspection. Under 29 CFR 1926.502(b):

  • Top edge height of 42 inches plus or minus 3 inches above the walking surface. If the crew is on stilts, the top rail height increases by the height of the stilts.
  • The top edge must withstand at least 200 pounds applied within 2 inches of the top edge, in any outward or downward direction, and must not deflect below 39 inches when that force is applied downward.
  • A midrail midway between the top edge and the surface wherever there is no wall at least 21 inches high. Intermediate members such as balusters may be no more than 19 inches apart.
  • Midrails, screens, mesh and equivalent members must withstand at least 150 pounds in any downward or outward direction.
  • Steel banding and plastic banding may not be used as top rails or midrails.
  • Wire rope used as a top rail must be flagged at intervals of no more than 6 feet with high-visibility material.
  • Where a guardrail runs around a hole used as a point of access, such as a ladderway, it needs a gate or must be offset so a person cannot walk directly into the hole.

General industry uses the same top rail height under 29 CFR 1910.29(b)(1). The trigger height differs: 6 feet for construction under 1926.501(b)(1), 4 feet for general industry under 1910.28(b)(1)(i).

Where the guardrail beats a harness

A personal fall arrest system only protects a worker who is connected to a rated anchor at the moment they fall. That means training, a compatible anchor, enough fall clearance below the edge, a rescue plan, and an inspection every time it is used. Every one of those is a place the system fails in the field.

Guardrail removes all of it. On a roof edge, a leading edge, an open floor, a mezzanine or a loading dock, a rail protects everyone in the area including the people who were not part of the toolbox talk. Where the work is repetitive and several people are exposed, it is normally faster and cheaper as well as safer.

Non-penetrating or penetrating

A penetrating system anchors through the roof membrane and is fixed for the duration of the work. A non-penetrating system is held by counterweight, sits on the surface, and leaves nothing to patch. On a finished membrane roof, on a leased building, or where the exposure moves along the edge as the work progresses, non-penetrating is usually the answer, and it avoids a conversation with the roofing manufacturer about the warranty.

Do I need a guardrail on a flat roof away from the edge?

It depends on the distance to the edge. 29 CFR 1910.28(b)(13) sets three tiers for low-slope roofs in general industry. Less than 6 feet from the edge, protection is required. From 6 feet to less than 15 feet, protection is required unless the work is both infrequent and temporary, in which case a designated area may be used. At 15 feet or more, no fall protection is required if the work is both infrequent and temporary, but the employer must implement and enforce a work rule keeping people 15 feet back from the edge.
