Roof Anchors: The 5,000 Pound Rule and the 10 Year Recertification

Roof anchors are simple hardware attached to a requirement that is not simple. The load number is the part everyone knows. The certification and the reinspection interval are the parts that decide whether the anchor on your roof is usable today.

The anchorage number, and the two ways to meet it

Both the general industry and the construction rules land on the same figure and the same alternative.

  • General industry, 29 CFR 1910.140(c)(13). An anchorage must be capable of supporting at least 5,000 pounds for each employee attached, or be designed, installed and used under the supervision of a qualified person as part of a complete personal fall protection system that maintains a safety factor of at least two.
  • Construction, 29 CFR 1926.502(d)(15). An anchorage used for attachment of personal fall arrest equipment must be capable of supporting at least 5,000 pounds per employee attached, or be designed, installed and used as part of a complete personal fall arrest system that maintains a safety factor of at least two, under the supervision of a qualified person.

Two things follow that people miss. The 5,000 pounds is per employee attached, so a two-worker anchor is not the same specification as a one-worker anchor. And the safety-factor-of-two alternative is not a shortcut. It requires a qualified person, an engineered system and supervision, which is more work than buying an anchor rated to 5,000 pounds.

The trigger height differs even though the anchorage number does not: 4 feet in general industry under 29 CFR 1910.28(b)(1)(i), 6 feet in construction under 29 CFR 1926.501(b)(1).

The requirement building owners keep missing

If anyone uses a rope descent system on your building, 29 CFR 1910.27(b)(1) puts a duty on the building owner, not just on the contractor. The owner must inform the employer in writing that the building's anchorages have been identified, tested, certified and maintained as capable of supporting at least 5,000 pounds in any direction for each employee attached.

That information has to be based on an annual inspection by a qualified person, and each anchorage must be certified at least every 10 years.

This catches property managers and facility owners regularly, because the anchors were often installed by a previous owner, or by the original contractor, with no paperwork that survived the sale. An uncertified anchor on a roof is not an anchor you can hand to a window cleaning or maintenance contractor. The same section also limits rope descent systems to heights of 300 feet above grade, unless the employer demonstrates that other means are infeasible or would pose a greater hazard.

Permanent against reusable

A permanent roof anchor is installed into the structure and stays. It is the right answer where the same roof is worked repeatedly, and it is the type the certification regime above is written around. A reusable or portable anchor is installed for the work and removed, which suits a single project, a re-roof or a contractor moving between buildings. Where the roof will take neither, because it is membrane, leased, or has no structure to reach, a counterweighted mobile system or a freestanding guardrail is usually the answer instead.

Specifying and buying
